For over 40 years Community Legal Education Association (CLEA) has been providing public legal education programs to help Manitobans understand the legal system and how to resolve their legal issues. Our programs include a the Law Phone-In Program (the lawyers on staff provide legal information and summary advice), lawyer referral service, presentations, workshops, videos, webinars, plain language publications and a website.
We provide resources such as connecting you with a lawyer or free in-person or over the phone legal advice, and links to other legal concerns through our website.
If you qualify financially, we can provide you with legal services in a rage of areas including public interest (through The Public Interest Law Centre), family law, immigration and refugee services, residential tenancies, child protection, mental health, government benefits and criminal law. Our staff and private bar lawyers regularily travel to over 40 communities surrounding major cities in Manitoba.
Legal Help Centre (LHC) is a non-profit organization dedicated to enhancing access to justice and reducing barriers for low-income and underserved Manitobans. We provide free legal information, self-representation support, system navigation, and referrals to resources through our in-person Drop-in Clinic or telephone appointments.
We support vulnerable and at-risk residents in Winnipeg, offering emergency services, detoxification, counselling and transitional housing. Our Transition Services Team also helps clients create plans to achieve goals like housing, health, employment and relationships.
We support lawyers and the public in Manitoba with up to date legal resources, advice and information on a range of legal topics. You can use our legal directory to find a lawyer who practices in the area you need, or find access to justice agencies offering free or subsidized services.
If you're a refugee or newcomer, we provide legal services and programs to help you settle and integrate into Canadian society. This includes providing information about making refugee claims and facilitating access to lawyers and advocacy.

We can help you and your family resolve issues in a safe, collaborative, fair, affordable and timely way. We offer information, tools, resources and referrals to more specialized services including dispute resolution.
We are a not-for-profit organization that funds the Law Society of Manitoba, Legal Aid Manitoba, and many other law and justice-related programs that support the public with legal education, research, law reform and legal aid services.
